Age 5 Education to become Compulsory

For those of our readers with children, this latest news from the Education Ministry might be worth understanding. I’m not sure I do.
All five-year-old children who go to kindergarten or nursery school must go through the same curriculum from next year.
Does that mean if a child doesn’t go to kindergarten now he or she won’t be made to go next year? And he or she is already going they will study the same material? The article is very unclear as to who must do what and when and discusses more of the subsidies families may or may not receive.
Someone with children might want to research this further to get the real facts.
